Family Self-Sufficiency (FSS) Program

What is the Family Self-Sufficiency (FSS) Program?

FSS helps eligible applicants to develop assets and achieve economic independence. Upon successful completion of the program, participants receive an interest-bearing escrow (savings) account.


Eligibility

This program is available to public housing residents or Housing Choice Voucher program participants.

Current head of household and other adult family members who are willing and able to work are eligible for the FSS Program.

Support

Program coordinators work directly with participants on setting personal goals and identifying the resources and support needed to achieve their goals. The Program Coordinator connects participants to those resources and provides continued mentorship to empower families in making positive life changes.

Requirements

  • The head of the household enrolls in the FSS program by signing a contract of participation (COP).
  • Develop an Individual Training and Service Plan (ITSP) with a Program Coordinator.
  • Achieve all of the goals of your ITSP within five (5) years.
  • Obtain and maintain consistent employment.
  • Become independent of TANF Temporary Assistance for Needy Families) for 12 consecutive months PRIOR to completion of the program.

RRHA holds an interest-bearing escrow (savings) account for each participant. The account accrues as the household’s portion of rent increases because of increases in earned income. The savings account awarded to the participant after successful completion of the program.
